A 3cm shift was made in both women's and men's competitions. The change in the rules was implemented in the men's event on 1st April 1986 although for the women's event, the change was not made until 1st April 1999. Which event?

Is it Javelin? I remeber a change of some sort for the Men around then, but don't remember hearing about a change for the Women.

Correct - the centre of balance was moved 3 cm closer to the nose of the javelin. Although it is a common held belief that this was in response to Uwe Hohn throwing 104.80m, the amendment had been proposed and was awaiting ratification at that time. It was as much to do with javelins landing flat which was a foul throw rather than issues with distance (although that was also an issue)
